HP laptop extremely slow despite trying all the solutions that worked for others.

I left this too late may be. But ever since I bought this laptop almost 2 years ago the PC was dead slow. From powering On to desktop ON it takes a minimum 15 minutes. To open chrome, another 5 mins. Any application takes more than 3 to 4 minutes. It is running latest Win10 version, cleaned up every junk folder, removed unnecessary software and disabled windows search indexing. Nothing fixes it. Been on cold storage for almost 2 years now (tried occasional luck every other month but failed) and the problem still persists. 

Before redirecting me to a different thread or forum to fix the issue, please understand that I have tried all possible solutions relevant for this Hardware/software. I regret buying this laptop and even more regret not taking and throwing it in the face of retailer.

Since you've tried "all possible solutions" , then how can there be anything left for us to recommend?
