In this case, probably something (e.g. an application) is the culprit of your issue. Because if you restart the computer you force Windows to close the apps and then Windows boots again but things which load after Login screen are not there. This thing (this app) is somewhat "faulty" as when you attempt to shut down the computer, Windows cannot force it to close.  Note that in Windows 8, 8.1 and 10 by default the shut down is not real shut down but kind of mix of shut down and hibernation (hybrid). By the way - another thing (a workaround) that comes to my mind now is that you can try to disable Fast start up so that your computer performs complete shutdown not a hybrid shutdown. How to here >> http://www.tenforums.com/tutorials/4189-fast-startup-turn-off-windows-10-a.html

It doesn't matter - what is inside is the same. DVDs and CDs are a lot slower than USB pen drives. If I were you , I'd keep both - a DVD and a pen drive, just in case 🙂

I HAVE A BOOTABLE DVD OF WINDOWS 10 AND I WILL MAKE A BOOTABLE PENDRIVE OF WINDOWS 10 LATER ON PRIOR TO THE EXPIRATION OF THE FREE UPGRADE.
