HP no help. Link to order recover disks BROKEN. Looping, aggravating, time-wasting "chat" help

Need to order Recovery media for W10.  HP Stream Laptop 14 came with W10 factory-installed---no recovery disks.  I tried to remove password and erased Windows operating system...all it says is F2 install operating system on disk.  I am just frustrated and irritated and very angry at all the time it has taken me to get to "this" point.   This is a laptop for a friend of mine who just did a big electrical job for me and I was going to just "quickly fix" his laptop by restoring W10---nothing there, no self-made backup, and HP is no help whatsoever.  PLEASE HELP.

Hi:

See if that model PC is supported by the HP cloud recovery tool and you can make your own bootable USB recovery drive that will reinstall W10, the drivers and the software that originally came with the notebook.

Here is an info link for how to use that utility...You will need to have access to another Windows PC running W7 64 bit or newer, and a 32 GB USB flash drive.
