Hi @Bizreh,
I read the post completely. Good job on troubleshooting. Kudos to you for a job well done. 🙂 As @Riddle_Decipher is out of office, I am responding on his behalf. Please roll back to the previous windows build. Then update the bios from this link: http://hp.com/drivers and follow the on-screen instructions.
Then reinstall Windows 10. THis should do the trick for you.
Hope this helps. Let me know how it goes. To simply say thanks, please click the "Thumbs Up" button to give me a Kudos to appreciate my efforts to help. If this helps, please mark this as “Accepted Solution” as it will help several others with the same issue to get it resolved without hassles.
Take care and have a blessed week ahead. 🙂
Cheers!

Welcome to HP Forums,
This is a great place to get support, find answers and tips,
Thank you for posting your query, I'll be more than glad to help you out 🙂
As I understand HP Recovery Partition isn't working,
Don't worry as I'll be glad to help, however, to provide an accurate resolution, I need a few more details:
What is the product number of your device? Use this link to find it: http://support.hp.com/us-en/document/c03754824
(Ensure you do not share any of your personal information such as serial, phone number, email ID, etc...).
Do you mean Windows 10 was installed using a disc after the drive was formatted?
Do you have a recovery manager on your PC as the (D) Drive?
While you respond to that, If the recovery didn't go through successfully I recommend you re-initiate the recovery:
If the recovery manager is no longer available or doesn't work, I suggest you get yourself a recovery media and use that instead, If you didn't create one on your own when the PC has been working: Click here to order one.
Keep me posted,
If the information I've provided was helpful,
Give us some reinforcement by clicking the solution and kudos buttons,
That'll help us and others see that we've got the answers!
Good Luck.
