My wifi adapter was not working. After talking to Costco tech support with no success they said I had to do a factory reinstall. They had me first do it from the PC's reset and it didn't fix it but it did reinstall. They then said I had to do it from a USB HP recovery. Downloaded it to the USB and then did the recovery on my computer. It comes up with an error saying recovery failed. Now Costco tells me that it is Windows 10 error and will not cover software failure. I now have a computer I can't do anything with. Before, my computer worked just fine except the wifi. Any idea how to get the recover to work? I have done a system/hardware check and everything passed. I even did the full test. When I go to the Recovery by F11 it says my PC needs to be repaired. The boot configuration data file doesn't contain valid information for the operating system. Error code 0xc0000099.

Hi:
Since none of the recovery options worked, I recommend that you clean install W10 by making bootable installation media using the media creation tool from the link below.
https://www.microsoft.com/en-us/software-download/windows10
After W10 has completed installing, you can install the drivers and available software from your PC's support page.
