- I bought a computer off this guy because he was getting ready to go to prison and I bought it with cash app but couldn’t pick it up until 3 days later but he had already been arrested so his roomate gave me the computer. When I got it nothing had been done to it I couldn’t even get to windows because it needed recovery key for bitlocker. How do I wipe all the data and user info so I can put my account on it?

Microsoft suggests that you "reset" a computer if there's no way to retrieve a BitLocker key.
You can use HP Cloud Recovery Tool to create a bootable recovery usb drive that installs Windows, drivers and HP apps. You need a 32 GB usb drive, and you can download Cloud Recovery Tool from Microsoft Store. The link below provides more info.

Obviously, you need to use another computer to run the recovery tool to create a recovery usb drive. The recovery tool will ask you for the laptop's product number, which is found on the bottom of the laptop in very small print.
