My laptop had a drive error and I ran a disk check and found and corrected it. it later failed again and now it will not even be found by BIOS. I luckily backed up my data after the first drive error.
I figure the drive has gone bad and this laptop is 2yr old and so is out of warranty. I see replacement drives are about $50
My problem is getting the OS back on the new hard drive once I get it. Does HP have recovery disks? How do I go about getting them?

If your PC is a 2016 model or newer, you should see if you can make a bootable USB recovery drive using the HP cloud recovery tool on a working PC.
The recovery drive can then be used to install Win10 and the HP drivers and utilities that originally came with your PC.
