I have run system diagnostics and received the following info:
Hard Drive Failure Error code: U4TXP0-76V867-XD7V7G-60W105
Anyone know:
- where to find what these error codes mean (seaching the error code itself comes up empty)
- what this specific error code means (besides dead in the water);
- know if any info on the drive can be recovered by any means

The error code indicates the hard drive has failed/is failing and will need to be replaced. If you are still in warranty HP will replace it. If not a retail 2.5" laptop SATA hard drive can be used-Western Digital,Seagate,Toshiba,etc.
Whether any info can be saved from the drive depends on how much life is left in it.While it may not boot it may still be possible to read the drive. You can remove it and install into a USB HDD Enlosure or Adapter.Plug it into usb port of a working machine and you may be able to browse the drive and copy files over to hard drive of host machine,

If you buy a new disk and caddy it may be possible to mount the old one read-only.
Then use XCOPY.
But it's a long shot. I do know what the error code means, but my dog and bone won't let me do it.
Search for Windows .iso for a repair DVD USB.

Thanks for the xcopy suggestion but not sure it applies.
Not sure why you say you know what the error code means and yet not provide the answer. Same with presumably knowing where the reference for those codes are located and not providing answer.

It may be possible to make a repair disk by looking for Download W10 .iso and using the REPAIR rather than install, and type something like
XCOPY c:\users\*.* /s X:\users
Yet again I am mobile and sans lappy. Just me and my dog and bone (smartphone).

This First part only works when a valid Recovery Partition is enabled.
If it displays an error message then move onto the Second Part:-
OR if you have data you wish to try and save using the XCOPY command.
Then create your own Repair/Recovery/Rebuild/Re-install media or buy a set from HP.
Turn off the computer.
Disconnect all connected devices and cables, Media Drives, USB drives, printers, & faxes.
Remove media from internal drives, and remove any recently added internal hardware.
Do not disconnect the monitor, keyboard, mouse, or power cord.
Turn on the computer and repeatedly press the F11 key, about once every second,
until the Choose an option screen is displayed, and then continue.
On the Choose an Option screen, click Troubleshoot, and work your way through the screens.
Second Part:-
This may require another PC. Find and Download your .iso from…
(You will need a NON_OEM key for W7);
W8.x and W10 should activate automagically from their embedded licence key.

For when it’s a NON MS OS ( iOS / Linux ) creating the install media.

Expand/Extract/Burn the iso Image onto a DVD/USB as needed.
Microsoft’s Creator Tool will make the required DVD or USB.
Even though it has NO actual HP software/drivers included, you may be able to
XCOPY the C:\Users\* area onto a ‘large’ USB stick, via the Command Prompt.
You’ll need to try various drive letters; D:..-..Z: until it’s matched - could be G; mine’s S:
C:\>XCOPY C:\Users\* S:\ /e /i /h (then files like those 3 listed below get copied over)
C:\Users\desktop.ini
C:\Users\All Users\agent.1509128044.bdinstall.bin
C:\Users\All Users\HP Deskjet 2540 series\Help\flash\zoom.swf
Then you can try System Recovery Options / Advanced Options shown in the screenshots.
NB:- W7 Try running a Startup Repair more than once for a full fix.
NB: - W10 Begin with the Automatic Repair, then Startup Settings etc.
From either the C:\ or the X:\ prompt try the following
cd boot
bootrec /FixMBR
bootrec /FixBoot
bootrec /RebuildBCD
