This issue only happened after trying to reset the PC/laptop back to default settings. Now the system is giving this error message or another error message when Recovery USB device is used…

You'll have to get a hold of another Windows PC to create the recovery media with.
Getting into the BIOS will accomplish nothing.
The operating system has been lost as a result of the recovery media not working.

The only suggestion I can offer since the recovery media isn't working would be to clean install W11 by making a bootable W11 USB installation flash drive from the link below (2nd option).
After W11 has completed installing, you can install the drivers and available software from your notebook's support page.
