The Windows 10 installation media can be used to reinstall Windows 10 but I do not see any value using the installation media to recover the data that has gone missing because the drive was formatted.
Also, do not use this PC that was formatted to make the Windows 10 installation media, or for anything else, if you wish to recover the data. The more this formatted drive is used, the less data that will be able to be recovered.

Sometimes it is possible to recover from formatting but it really depends on how it was done and what has been done after that happened. If formatting was done while in Windows and nothing else has been done, then try a Recovery software. If the formatting was done while in Linux and you have done other work before the error was discovered, then not as good of an outlook. If you are desperate for the data, go to a profession recovery firm and do not use that PC anymore. Remove the hard drive and install a new drive. Do the experimenting on the new drive.
Of course if there is a backup, then all is good, but I assume there is not.
