I put the Windows 11 install program on 3 different thumb drives and tried all the settings in the BIOS, but can't get anything to recognize any USB or C ports.  When checking via HP Hardware Diagnostics UEFI (F2), the new SSD tests good, but no other storage devises are recognizable (it says "No storage installed").  One of the thumb drives lights up, so I know its getting power.  How can I install new Windows OS if I have no way inputing the install program?

Try to use the F9 boot options menu to boot from the usb drive.

 

Turn on the notebook and immediately tap the F9 key until you see the boot options menu.

 

select USB Flash Drive (or USB Hard Drive) and hit the Enter key to boot from the usb drive.

 

If you still cannot boot from the usb drive, enter F10 BIOS setup and disable Secure Boot in Boot Options tab and save and exit and try again.

 

If you still have the problem, tell us how you created a Windows installation usb drive. The drive may not be bootable. If you have another PC, try to see if the usb drive is booted from the PC.
