I unfortunately do not have a DVD/disk to use, only a USB. Hmmm...
I mean, the settings it asks for and their dropdown options are:
"Partition scheme and target system type:"
- MBR partition scheme for BIOS or UEFI
- MBR partition scheme for UEFI
- GPT partition scheme for UEFI
then
"File system:"
- FAT32 (Default)
- NTFS
- UDF
- exFAT
then
"Cluster size:"
- ((the options are a bunch of measurements in bytes, kilobytes and megabytes, but it says that 32 kilobytes is the default))
Do you know what any of this means or which would be best for the type of Windows 7 (64bit) that I'm trying to make a boot disk for?

I don't understand your question.
You unzip and run the file I attached.
It installs the ISO to DVD/USB tool.
You launch the tool after it installs.
A box opens...Shows Step 1 of 4. Choose ISO file.
You browse to where you downloaded and saved the W7 ISO file
Then go to the next step by clicking Next, and so on.

Hopefully that tool will work because it is easy to use.
Sometimes it doesn't work though.
I always use DVD's to install Windows operating systems.
I'v had lousy luck trying to install from USB flash drives I've created.
It does work, but I had to go through a couple of USB flash drives before it decided to like one.

The good news is that the USB worked and I was able to put Windows 7 on my new hard drive.
The bad news is that now that it’s installed and I’m trying to set it up, it refuses to find any internet connection whatsoever. I have a wireless router but its not even finding any of the wireless connections in the area to connect to, including my own.
The light on the wifi key is orange to indicate that it won’t connect. It’s white when it can find wifi. How can I set this part up?

That is great news.
You probably just need the driver for the wifi adapter.
Since you never did tell me what specific model dv6 you have, I don't know what wifi driver it needs, so please go to the device manager.
There should be a device listed under an Other Devices category labeled as a Network Controller.
That is the wireless network adapter in need of a driver.
Post the hardware ID for the Network Controller, and I will then post the link to the wifi driver you need for it.
Also, let me know the full model number of your dv6 (or the product number) in case you need other drivers.
The product number can be found on the same sticker as the serial number.

The Product ID for the laptop is QE029UA#ABA.
I THINK the model number from the sticker is X16-96072. There’s several numbers on it with no labels as to what’s what.
