I accidentally deleted my recovery partition I was only trying to create a usb to do a clean install and completely start over fresh. IT wouldn't let me create a usb said I was missing files so I followed some bad advice and ended up deleting my recovery partition using diskpart. My laptop is too old to use the cloud recovery tool. MY question is: Is there a way to completely start over using a usb with what I need on it such as drivers and software including windows as well? if so where can I find it or can I make one myself not using the create tool but using za website or something to download it onto my usb myself?

Hi:
You have two options:
1. You can pay for a recovery kit for your notebook that will contain W10, the drivers and the software that originally came with your notebook from this vendor:
2. You can make your own plain W10 USB installation media with the Media creation tool from the link below and install W10 for free.
Download Windows 10 (microsoft.com)
After W10 has completed installing, you can install the drivers and available software from your notebook's support page.
