I'm trying to install Windows 10 on my HP Spectre 13-v011dx from the usb-c port. The system will not let me boot from the usb-c port. Why not? I've disabled secure boot and enabled legecy in the bios. I press esc. and then F9 to list boot options but my usb-c port does not show up. Any ideas? Thank you.

You don't boot from a port it has to be some device attached to the port. I have the same laptop (or a close cousin) and I use the USB-C to USB 3.0 adapter HP shipped with the laptop and can boot from a USB thumb drive or a USB DVD-RW drive.

Yes, I know you have to boot from a device. That's not what I meant. Of course you have to have a bootable usb device plugged into the usb-c port. I have one plugged in but the boot menu is not seeing the device. I've tried multiable ones like a windows 10 installation usb device created from offical windows... and i've tried different linux OS's like ubuntu, etc... the computer won't see the device I have plugged in. Any advice?

Yeah leave some device plugged in and tap esc as you power up then F2 select component tests and test the usb ports. See if you get an error. I just tested my Spectre again (which only has 3 usb-C ports) and was able to boot it using a Windows 10 thumb drive and the "HP" usb-C to USB-3 adapter so if you can't do the same on any ports in your laptop the best guess is you have a hardware problem.
