Product name HP 15q-ds0004TX, I am Unable to access windows and boot menu so I can't find that the laptop is digitally licenced or require a product key for windows, how can I know these things. I bought this product with windows pre installed in 2018.

According to the product specs for your notebook it came with W10 Home Single Language 64 bit.

That means there should be a Windows 10 Single Language OEM product key encrypted in the BIOS.
You don't need the key to reinstall W10.
W10 will automatically find the key and install Home Single Language.
Also, your notebook is supported by the HP cloud recovery tool which you can use to create a bootable USB recovery drive that will reinstall W10, the drivers and the software that originally came with your notebook.
Here is an info link for how to use the utility. You will need a 32 GB USB flash drive and another PC running W7 64 bit or newer (since your PC is not working).
