Today I upraded my PC to Windows 8.1 using an ISO file. After the upgrade I noticed that none of my HP apps (HP Recovery Manager, HP Utilitys, etc.) were there. As well as Ebay, Walmart Photo Center, and other icons on my desktop that HP preloaded were gone.

HP Utility can be reinstalled:
HP Recovery Manager can Not be reinstalled- but it useless for all intents now that you have upgraded.
Ebay,Wal Mart Photo Center- all those are only shortcuts to internet sites. Go to ebay.com and send a shortcut to your Desktop. Same for any other site.
OR- right click an empty spot on your desktop screen- choose New shortcut. In location type or copy and paste this https://photos3.walmart.com/ Click next and name it Walmart Photo. Now you have an icon to Walmart photos.
Do the same for ebay. Right click, choose New shortcut, type or copy and paste https://www.ebay.com/ Next name it Ebay- voila, icon to ebay. 😊
