Hello

First i feel sorry for your lost!

Depends on the applications used to be installed on the stolen Laptop you can recover some or all of them.

If you do use open source software you can simply download and install these from the internet. However, if you are using applications that you have to be registered or had certain authenticated procedures it's better to contact the developers to get their assistance.

In regards of your personal files, i hate to say but it's next to impossible to recover them unless whoever stole the laptop has some dignity which i don't think he or she do.

It's high recommended to make backup copy of the important files and keep it safe in case if the computer or the hardware got damage or stolen. In addition, always keep your belonging safe.

The reply from Seeker1234 is pretty spot on, unless the files were stored in the cloud.

PC's are not like smartphones and they do not automatically make backups, like Apple devices do.  Users need to make the backups and store those backups somewhere safe.
