I understand you would like to know what is post hotkey delay mean.
Don't worry I'll try to help you out.
Did you make any software or hardware changes on your PC?
A post hot key delay is a delay in your BIOS system after you have typed in or posted the hot key. In order to avoid the delay, type in " #, o" before pressing the hot key.
During the time of POST. You could probably enable POST messages in BIOS to see what's going on during that time.
Startup on a Windows 8 machine could be considered normal up to about 30 seconds.

hangs on the HP Splash Screen whenever I boot up, and boots up normally ONLY after I press the power key off once and on again. (I searched this forum and found only this POST Hotkey topic that mentions something similar.)
Is this because my hard drive is not initialized soon enough for a cold start? How do I fix it?
