Restart the PC and press F10 for BIOS

Locate System Configertion Tab

Under that tab you should see Virtualization Technology

Press Enter key and Enable It

I found that I had to go to Programs and settings and then to add remove windows features and turn off "Hyper-V" in order for HAXM to be able to run. Then I could run the Android emulator.
