No way you can fix that because Operating System (all of them) always need RAM to load hardware table for quick access. All larger machines (such as IBM mainframe) IBM used to "steal" RAM from user to load HSA but now it allocates dedicate RAM for HSA (customers still have to pay $$$ anyway).
