Can't remember user password so trying to do factory reset when I hit f11 it says this
A required device isn't connected or can't be accessed
Error code 0xc000000f

I reviewed the case regarding issues with performing recovery. I will be delighted to assist you here.
Superb description, brilliant troubleshooting and terrific observations made before posting. Kudos to you for that. 😉
For better clarity and to assist you correctly, I would require more information regarding this:
Did you try any troubleshooting steps before contacting us?
Do you have recovery kit for this notebook, Did you had one created by your own?
Usually these error messages refer to corrupted boot files.
If you have the recovery kit, place the first disc in the dvd drive, re-start the computer keep tapping F11, and when it says "press any key to boot from cd/dvd" immediately press any key, ( I prefer ENTER ) and perform a complete recovery.
If you don't have a recovery kit, then I'd request you to contact HP's phone support team for further assistance.
HP Support can be reached by clicking on the following link: Open link: www.hp.com/contacthp/ Enter Product number or select to auto detect.Scroll down to "Still need help? Complete the form to select your contact options".
Scroll down and click on HP contact options - click on Get a Case & phone number.They will be happy to assist you immediately.
If the unit is under warranty repair services under the manufacturer's warranty will be free of charge.
This should do the trick for you.Please perform all these steps patiently as it is critical to resolving the issue.
The trick is to remain patient, Going by your technical expertise and competence I am sure you will be able to perform these steps without breaking a sweat. 🙂
