I am trying to install Datacolor Spyder software to match the screen colours to my printer. The setup program is on a CD. The CD runs for about a minute then I get a red warning:
"An Administrator has blocked you from running this app. For more information contact the administrator."
So who is this administrator? I bought the machine, the first and last Win 10 machine I'll ever own. It's also the first "off-the-shelf" machine I've ever bought. I've always installed Windows from the ground up. If there is one thing I take serious objection to it's being told what I can and cannot do with my own machines.
So who is this mysterious Administrator? How do I take control of my own laptop.

Since Windows 7, MS changed their policies so that when you create an account, it is no longer the default Administrator account it was in the past -- as that cause too many security problems. Instead, you are now a general class user with some Admin rights.
When you go to install a product, you use the Trusted Installer and that automatically has Admin rights. It usually prompts for permission and at that point, you provide your login password. That is all there is to it!.
If that is not working, you need to contact the product vendor as there is clearly something wrong with their installer.

Thank you for your reply. But could you tell me something, does MS have the the right to veto any or all software that they don't approve of? Is there NO way of getting the Admin password? Or better still is there any way of upgrading this Win 10 Spectre to Win 7? I would happily pay for that!

There is no special Admin password -- so there is nothing to fault MS about.
While MS did hide the default Administrator account after Win7, and that can be unhidden, it does not have a password of its own different from your regular password.
So, if this particular app will not install using your password, as I said, there is something wrong with the app itself.
