I use laptop hp elitebook 1030. I had a problem with my laptop and it took me out of recovery, I sent it to resart and it won't turn on, then I tried to change windows and install a new one. When I go through Windows Setup the data in the drives it refuses to delete it says when I can't install a new windows and it refuses please try to help me.

Client or Cloud recoveryGo here, put in your full Product ID, and see if you have cloud restore.If you do not have cloud restore then create a restore USB using the "Client recover tool". Use the HP recovery manager as described in step 4 here or if not available then just the windows 11 recovery as described here.

Go to the below site and enter your product ID including the 3 characters after the # character
If you have cloud recovery you can restore your system using a 32gb flash.
It may take an hour or more to create the recovery USB.

Create a restore USB using the "Client recover tool". The app will be in the software and drivers collection for your system. Download the app using another computer. Browse to the swsetup folder and run the install. Then bring up the windows key => all apps => hp folder and look for "HP Cloud Recovery"
Use a 32gb flash to create the windows recovery. If necessary, go into the BIOS setup and press F9 or whatever function key is used to set factory default. Set secure boot. Press F10 to save. Boot the USB and install the recovery OS.
