This means that your PC is not seeing a primary (boot) drive to boot from.
Meaning, your PC either doesn't have a drive installed, or it is disconnected (make sure the drive is properly connected/powered by your motherboard), or it is defective (has 'crashed'). If there is a drive, but if it doesn't work, I would suggest removing it and install a different drive. If your original drive contained data that you want to recover, take it to a local PC repair shop to see if they can retrieve it.
Next, create a bootable USB flash drive on a different computer in order to install Windows on your non-functioning PC. The procedure how to do that is very well explained in this YouTube video: Make a Bootable Windows 10 or 11 USB for Free - YouTube.
Once your PC has a functioning drive installed, plug the bootable USB flash drive in one of your USB ports, and your PC should boot from the flash drive once you power it on. If it doesn't, hit F10 to access BIOS and choose the flash drive to boot from. Please note, that this procedure will erase whatever data is contained on the boot drive.
If you are not comfortable doing all this, I would strongly recommend seeking assistance from a knowledgeable trusted friend or acquaintance or use a local PC repair shop.
