My sibling wiped out my computer hard drive and now it doesn't have an operative system. I'm tryind to find a way how to fix. I have a usb so I was wondering If I can run it with a bootable flash drive, is that true?

First off, it's unlikely your sibling actually wiped out your drive -- as almost no one knows what that really means and the term is almost always used incorrectly. That requires specialized software and can not be done from inside Windows.
Second, If your PC is a 2016 model or newer, you should see if you can make a bootable USB recovery drive using the HP cloud recovery tool on a working PC.
The recovery drive can then be used to install Win10 and the HP drivers and utilities that originally came with your PC.

Your notebook is not supported by the HP cloud recovery tool since it came with Windows 8.1 and was made prior to 2016.
You can reinstall W8.1 by downloading the plain W8.1 64 bit ISO file from the link below.
Download Windows 8.1 Disc Image (ISO File) (microsoft.com)
Use the Microsoft tool that I zipped up and attached below, that you will need to transfer the ISO file to a DVD or USB flash drive so that it is bootable.
After W8.1 has completed installing, you can install the drivers and available software from your notebook's support page.

You can buy a Small OTG, Download the Windows ISO Image available on Microsoft Disc Images Page. Well, If you have TPM 2.0, 1.5GHz or Faster Processor, UEFI Firmware System for BIOS, 8GB Ram, Then you can Directly download Windows 11 or 10 ISO. Install ISO 2 USB [NO ROOT] on your Mobile, Connect USB to Mobile from OTG and Select ISO File and Boot your PC. If you have Another Working PC, Instead of ISO 2 USB [NO ROOT] App, Download Rufus and Select ISO and Create Bootable USB and Boot your PC. If you dont Want to download RUFUS, Download Media Creation Tool from the Same Website Where you get Microsoft Disc Images for Windows 10 and Above. For Windows 8/8.1, Just Double Click on its ISO File and Select Create Media Boot or Whatever Option.
