So i am still reluctant to do a clean install because i don't really want to lose recovery options but don't really care about OS.

If you're trying to shrink the C partition and are not able to reduce it past a certain point, this is often due to locked file - try disabling windows system restore for the C partition, reboot and then temporarily disable the Page File.
Hopefully you will now be able to shrink the partition to the size you require - once done, re-enable system restore and the page file.

I have another Question, which is actullay kind of bugging me, if i clean install Windows 10 will i still have HP recovery partition and software? like can i reinstall same software? Windows Activation is not the problem because it activates itself when i signin because it is registered against my email I.D.
Almost every software/driver is available on support forum including HP Recovery Manager Update but i am not sure if this will be same like it is now( like i can reinstall any software/drivers that were bundled) Because i have read on different forums people losing their recovery partitions after windows 10 update.
