How to wipe windows 10 and install windows 8.1?

First of all, you do not WIPE an OS -- as the WiPE operation requires special software the actually removes all traces of all filesystems on the drive.  This is unnecessary.

 

Second, you simply boot from the Win8.1 installation media and install it over the top of Win10.  That will require reformatting the drive and will essentially overwrite Win10 with Win8.1.
