Thanks for engaging in HP support Forums! This is a wonderful location to converse with the community, get assistance and find tips! I understand you are having issues with charging the notebook. Don't worry we'll work together to help you find a solution.
Splendid effort and fabulous description of the issue before posting. Kudos to you on that score. You are a valued HP customer and it is paramount to assist you here. I take it as a privilege to share this platform with you.
To provide you with an accurate solution, I'll need a few more details:
Have you recently made any changes on the PC before the issue started?
Have you tried to update the Bios?
Have you tried to use a different compatible charger and check if it helps?
Did this happen after a power surge or power outage?
I would suggest here is to update the BIOS and the Chipset drivers to the latest version using the Official HP website for drivers and downloads: Click here to find it.
Also, download and install HP support assistant on your PC. It should automatically download and install the latest updates and drivers for your PC.
Refer this link to know how to use HP support assistant.
Run a battery test using F2 (during restart), if the test failed:
Check with an alternate battery.
HP Notebook PCs - Using and Testing the AC Power Adapter
Try to use an alternate compatible charger and check if that helps.
If the issue persists, I would personally suggest you contact our HP phone support for further assistance.

Thank you for your support @Jeet_Singh
"Have you recently made any changes on the PC before the issue started?" i have not.
"Have you tried to update the Bios?" no. i did not update.
"Have you tried to use a different compatible charger and check if it helps?" i didn't try. i have only one that came with it.
"Did this happen after a power surge or power outage?" sometime i leave it on without shut it down. when it first started if i plug in the Ac Adapter slowly it start to charging. Now what happend was i left it without shut it down for about 15 hours. When i tried to turn it on, it wont trun on because the battery was gone(empty). And then when i plugged in charge it shows red light for 15 seconds and turns to white light. it won't charge. when i turned it on shows "plugged in not charging" and battery percent 0%.
"I would suggest here is to update the BIOS and the Chipset drivers to the latest version using the Official HP website for drivers and downloads: Click here to find it." i have BIOS update, but the softwar doesn't allow me to restart because now my laptop wont recognize the Ac Adapter if it is pluug in. I show the next button gray.
"Also, download and install HP support assistant on your PC. It should automatically download and install the latest updates and drivers for your PC." i have it preinstalled. It doesnt show for update but i checked hp.com there is new update. I downloaded the softwar and doesn't allow me to restart because now my laptop wont recognize the Ac Adapter if it is pluug in. I show the next button gray.(need to be pluuged in to update)
Also I have ubuntu boul booted. i booted it up to ubuntu it did work.
sorry for my English.
Thank you!

Hi. My battery charge light is constantly blinking white and charge status says "plugged in, not charging". I test the battery's notebook (HP Pavilion - 15-ab233nl ENERGY STAR Windows 10 64 bit) using HP Hardware Diagnostics Windows and HP Support Assistant. These are the results.
HP Support Assistant
HP PC Hardware Diagnostics Windows
I also use your instructions but the battery still does not charge.
The warranty status for my product is: Expired
Can you help me? Is there anything else I can do?
Thanks.
