As to the first, you can't -- as that indicates a failing drive. You would have to replace the drive to get rid of those errors.
As to the second -- again, you can't. You don't format a "PC": instead, you format a "drive". When you do that, you erase all the files on that drive. So, you can't do both -- format and retain files. You would have to copy off the files you want to retain to USB stick -- and even then, you can only save data files, you can not save settings or applications.
