But when i try to restore it shows up an error bcd\boot error 0x000014c
I accidentally deleted all the partitions in the harddisk
So i wanted to know that can i still perform the recovery using the media ?

Clean installing W10 will not re-create the recovery partition, but it will have it's own reset program that you can use to recover windows.
You would have the option to keep your programs, files and settings or, just reinstall windows clean again.
I have found that selecting the option to keep files, programs and settings does not always restore all of my programs, and I have to reinstall some of them.
You can also use free disk imaging software and do regular backups of your PC.
I use this free software to create a system image, which I save to a portable hard drive, and it also allows me to make a bootable rescue DVD or USB flash drive, which I use to access the system image I saved on the hard drive.

So, if you use the software to back up your system periodically and you need to reinstall Windows, you can easily go back to your most recent system image.

There could be a problem with the recovery media. It should just work when you boot from it and install W10.
I can't help you fix that problem, but you can always clean install W10 for free at any time by using the Media Creation Tool at the link below.

The utility will allow you to make a bootable USB flash drive, or save an ISO file which you can later burn to a DVD using your DVD burning program's burn ISO file option.
Since your notebook came with W10, it will automatically pick up the W10 product key in the BIOS, install and activate once you are reconnected to the internet.
Then you can go to your PC's support page and install the drivers and available software you need.
