HP Recommended

My ho desktop won't load it comes  to a blue screen that won't let me delete anything my mouse doesn't even show up and the keyboard won't select an option 

The system test shows a hardware code pgcfww-98xcr6-gxps3f-60uj03pgcfww-98xcr6-gxps3f-60uj03

 

It won't let me do a factory reset with f11 either what can I do
