Hello, my HP laptop is stuck on this screen, a black background with with this blank white window, if I clicked on the top right corner of it, it would just move to the top left corner of the screen and it doesn't show anything else. It was working just fine before this happened, and the next time I booted it up, it was stuck for a pretty long time on the "Welcome" Screen with the profile and white loading circle. After a few minutes, it eventually changes to the screen on the picture. I don't know what to do about this, please help

Thank you for posting your query, I will be glad to help you. 
If your HP laptop is stuck on a blank white window after booting, it may be due to a system issue or a corrupted user profile. Here are some steps you can take to troubleshoot the problem:

Force Restart

  • Press and hold the power button for 10-15 seconds until the laptop powers off.
  • Turn it back on and see if it boots normally.

Boot into Safe Mode

  1. Turn off the laptop.
  2. Turn it on and immediately press F8 or Shift + F8 repeatedly before the Windows logo appears.
  3. If you reach the "Advanced Startup Options":
    • Select Safe Mode with Networking.
    • Once in Safe Mode, update drivers and run a system scan (see Step 6).
    • Restart normally to check if the issue is resolved.

Perform a Hard Reset

  • Disconnect all peripherals (USB devices, external drives).
  • Unplug the charger.
  • If your model allows, remove the battery.
  • Hold the power button for 15-20 seconds.
  • Reconnect the battery and power, then try booting again.

Run Startup Repair

  1. Turn off the laptop.
  2. Turn it on and force shut it down 2-3 times when the HP logo appears.
  3. On the third boot, the system should enter Windows Recovery Mode.
  4. Select Advanced Options > Troubleshoot > Startup Repair.
  5. Follow the instructions and restart.

Try System Restore

  1. Access Windows Recovery Mode (same steps as Step 4).
  2. Select Advanced Options > Troubleshoot > System Restore.
  3. Choose a restore point from when the laptop was functioning correctly.
  4. Allow the process to complete and restart.

Run System Scans (If You Can Access Safe Mode)

If you successfully boot into Safe Mode:

  1. Open Command Prompt (Admin) by pressing Windows + X and selecting Command Prompt (Admin).
  2. Execute the following command: sfc /scannow
     

This will scan and repair any corrupted system files. 

3. After that, run: DISM /Online /Cleanup-Image /RestoreHealth
 

This command repairs deeper system issues.

Consider Resetting Windows

If none of the above steps work:

  1. Boot into Windows Recovery Mode.
  2. Navigate to Advanced Options > Troubleshoot > Reset This PC.
  3. Choose either Keep my files or Remove everything.
  4. Follow the prompts to complete the reset.
