I was doing a system restore on my laptop. It went into reinstalling windows and my internet connection dropped. Now it is stuck in a loop of shutting off, restarting, showing the screen for windows install at 64%, then shutting off, then restarting. I don't knowbwhat to do to stop this.

It sounds like your HP laptop got stuck in a Windows installation loop due to the internet dropping mid-process. This issue occurs when Windows can't complete setup and keeps rebooting at a specific percentage (like 64%).
 

Here’s how you can try to fix it:
Option 1: Force Boot into Recovery Mode

  1. Interrupt the Boot Process:
    • Turn on the laptop.
    • As soon as the HP logo appears, hold the power button to force a shutdown.
    • Repeat this 3 times. On the 4th boot, Windows should enter Recovery Mode.
       
  2. Choose “Advanced Options” > “Startup Repair”:
    • If Startup Repair works, it may fix the loop.


Option 2: Use a Bootable USB to Reinstall Windows

If Recovery Mode doesn’t appear:

  1. Create a Windows 11 Installation USB:
    • On another PC, go to Microsoft’s Media Creation Tool.
    • Download and create a bootable USB (at least 8GB).
       
  2. Boot from USB on Your HP Laptop:
    • Insert the USB.
    • Turn on the laptop and press Esc repeatedly, then F9 to open the Boot Menu.
    • Select the USB drive.
       
  3. Choose “Custom Install”:
    • You can choose to install Windows fresh (this will erase data) or try a repair install.
