I suspect that you have a bad hard drive-even though tests passed. I have seen that scenario before. However, I would try reinstalling via flash drive. You do not need the license key to install-it is embedded in the firmware of laptop and should be retrieved automatically. If it does ask for license key just choose Skip or whatever the choice is to install without key. It will activate later when you go online.
I have seen another post or two on Media creation tool not working. Save the ISO file instead of making the usb flashdrive installer. Then use Rufus to create the flash drive from the ISO:

Update: Attempted to do a reset. Notebook would get to 62% every time and get an error. I am now following instructions to try and install windows 10 from bootable USB. However, here is the issue. The HP came with preinstalled Windows 10. And since the PC won't boot past the intro screen, I have no idea how to tell what the product key is.

Update: Everytime I try to install a windows copy to my thumbdrive via windows media creation tool, I get an error. Seriously this is ridiculous. All tests passed, reset won't work, and now I can't download via Windows Media Creation tool and even if I could, I wouldn't know the product key. Kudos HP and Windows for making such convoluted products.
