To be honest, the laptop is probably trashed. You need to STOP trying to turn it on!!
With water or coffee or other such liquids, you put the laptop into a bag with lots of rice and leave it sealed for 3-4 days. The rice absorbs the liquid and when the laptop dries out, there is a good chance of it working.
But a petroleum based product, like oil, is not going to evaporate with rice (as far as I know).
The ONLY way to know for sure is to take or send it to an HP Service Center and pay a LOT of money for them to run full diagnostics on it, and after that, to disassemble it to repair or replace any damaged components.
And, if the motherboard is damaged, the cost of repair can easily exceed the cost of replacing the laptop -- because (as far as I know) liquid spill damage is NOT covered under the warranty.

If HP will not service it, you will have to find a local laptop repair facility but be warned, they will charge you a LOT for cleaning up the laptop -- and even then, it might not work anymore.
