I recently installed VMware to learn about Kali Linux software. I was attempting to separate the 2 platforms on my pc by allocating separate memory drives. I altered the administration privileges and now I can't sign into my pc or factory reset it.
I need a way to set the administration permissions/privileges from the BIOS on start up when pressing F11 repeatedly.
Any ideas?

Windows Admin right are established solely in Windows; there is no way to access or change them from the BIOS settings because those know nothing of Windows.
You're stuck now because if you no longer have Admin rights, then you can't sign in to change them and you can't create a new account with them because you need those rights to create such an account.
You could try using external media to do a factory reset of your PC -- but that will remove EVERYTHING in the process.
The ways to do an external factory reset are the following:

HP provides a Cloud Recovery tool that you can use, together with a 32GB USB stick, to create your on HP reset media.

For those PCs not supported by the Cloud Recovery, in some cases, HP offers Recover Media for sale. This can not be downloaded; instead, it must be ordered from HP.
HP Recovery Media is a set of DVDs and a CD, or USB stick, that will erase the hard drive (removing all data, settings, and applications, reinstall the original OS, drivers, and some HP Utilities.
In some cases, you may be able to order a USB stick instead of disks.
You can look online for Recovery Media starting with the linked paged: http://support.hp.com/us-en/drivers
Once there, input your Product name or number. On your Software and Drivers Download page, select your Operating System and and Version. Click "Update".<br><br>If HP Recovery Media is available for your machine, down near the bottom of the page, you will see an entry for Order Recovery Media-CD/DVD/USB. Click the "+" symbol to expand that entry and click on Order Media for details.

For all practical purposes, NO.
The Cloud Recovery Tool requires a 32GB USB stick, and even if you had that much room on a microSD card in your phone, it would take a LONG time to download that much data, and it is likely to be more data then your phone plan will allow. Mine only allows 10GB per MONTH.
