From the error message shown 
“The Boot Configuration Data file doesn’t contain valid information for an operating system” you’re facing a BCD (Boot Configuration Data) corruption issue, which is preventing factory reset or Windows startup.

Let’s walk through the steps to resolve this:

Option 1: Rebuild BCD using a Bootable USB Drive

  1. Create Windows 11 Installation Media: 
    On another working PC, go to:
    https://www.microsoft.com/software-download/windows11
    Download the Media Creation Tool and create a bootable USB drive.
  2. Boot from USB on your HP Laptop:
    Plug in the bootable USB.
    Turn on your laptop and press Esc repeatedly, then press F9 to enter Boot Device Options.
    Select the USB drive to boot.
  3. Choose “Repair your computer” (not Install Windows).
    Go to Troubleshoot > Advanced Options > Command Prompt
  4. Enter the following commands one by one:
    bootrec /fixmbr
    bootrec /fixboot
    bootrec /scanos
    bootrec /rebuildbcd
     
  5. If prompted, type Y to add the installation to the boot list.
  6. Restart your system and check if it boots.

 

Option 2: HP Cloud Recovery (if recovery partition is gone)

If factory reset fails and you cannot access the recovery environment:

Use HP Cloud Recovery Tool to reinstall the original OS and drivers.

  • Download on a working PC.
  • Use an empty USB drive (at least 32 GB).
  • Follow instructions to create recovery media.
  • Boot from it and reinstall Windows on your laptop.

If Factory Reset is Still Required (HP Recovery)

If you can access recovery but reset fails:

  • Turn off your laptop.
  • Turn it on and immediately press F11 repeatedly.
  • Select Troubleshoot > Reset this PC.
  • Choose Remove everything to do a full factory reset.

If this fails, the recovery partition might be corrupt, use Option 2 above.
