Hi
Thanks for reaching out.
Kindly try the following steps to reset Windows:
Force the computer to shut down 2 times until you get windows Troubleshooting > Advanced Options > Reset this PC > Keep my files.
You can also perform an in-place upgrade:

Hi,
What is the model of the notebook?
HP Notebook PCs - How Do I Find My Product Name or Number? | HP® Customer Support
Did you perform an upgrade to Windows 11?
You could also try performing a system test from Bios to make sure the Drive is functioning correctly.
Turn off the PC by holding the power button until complete shutdown.
Turn on the PC and repeatedly press ESC until startup menu appears.
Press F2 to enter diagnostics.
Try performing the fast system test and see if there are any failure ids.
You can also create a USB directly from Microsoft on your PC or another PC and then use the USB drive to clean install the OS on the notebook.
