I want to activate fingerprint recognition (windows Hello), but unfortunately it says (Can't find fingerprint scanner compatible with Windows Hello fingerprints, I tried different ways on youtube, but as I understood that I don't have Biometric devices in device manager

HP ProBook 440 G8is a series of many different machines, some have Finger Print Reader some don't. You says no entry in Device Manager that means your machine does NOT have the requirement hardware for Windows Hello.
On page 12 of the manual has following note:
IMPORTANT: To verify that your computer supports fingerprint reader sign-in, type Sign-in options in the taskbar search box and follow the on-screen instructions. If Fingerprint reader is not listed as an option, then your notebook does not include a fingerprint reader.
If you wish, you can but item (17) on page 20 and install to your machine.
