Product: HP 17-p121wm
Operating System: Microsoft Windows 8 (64-bit)
Computer was getting slow, so I factory reset it, it then got to 64%, which took a few hours, then when it hit 64% it turned off and then rebooted back up, loaded like usual like it’s about to turn on, showed that the reset was at 64% for about 2 seconds and then shut off again. Then now it loads, shows 64% and then reboots, which this has been doing for months because I didn’t want to deal with it until now

Immediately after powering on start tapping the Esc key. This will open a menu where F2 System Diagnostics is an option. Tap F2 key and run the tests.
