Hello, it is not normal to have this file.. I have checked on a computer on Windows 10 Pro, this files does not exist, so it is probably a bad file..
Do you have installed a software before this problem?? If yes I recommend to you uninstall it.
If not, I recommend to you use your antivirus for check all your computer (If you don't have installed antivirus you have Windows Defender integrated to Windows), and install the free version of Malwarebytes to execute a scan:
Malwarebytes Cybersecurity for Home and Business ...
