I have a HP Chromebook x360 14-b-cd0046tg model and cant download the recovery app for that model

I have dowloaded the google recovery app extension but when I go to select my model chromebook (MODEL JOXER-ZELG / hp chromebook x360 14b-cd0046tg) and try and download the recovery image it does not download at all.  It just says downloading but stays at 0 percent.  I have tried 3 different highspeed internet connections. What can I do to reset my HP Chromebook laptop because the start up screen loads and then just keeps blinking every 30 or 40 seconds and the computer never loads to the home screen??
