I need operating system on my hard disk

My HP laptop just can't display again and below is the information is shows:

Boot device not found

Please install an operating system on your hard disk.

Please take another laptop  download RUFUS or winsetupfromusb 1.8 or 1,9 

second step go microsoft website download windows 10 iso for USB

with rufus or winsetupfrom usb  make usb boot disk  USB should 8GB or more

Take that usb to HP laptop and boot with usb and try repair you windows 10 OS in HP
