Product: HP 250 G5
Operating System: Microsoft Windows 10 (64-bit)
I have an HP 250 G5 Laptop. I need to reload Windows 10. I can't boot from a flash drive, even though Legacy boot is enabled and USB is at the top of the Legacy boot options. It always boots from the internal hard drive.

Are you first pressing the ESC key when you first turn on the notebook and then selecting the F9 boot options menu?
The flash drive should show up as a bootable device in the F9 boot options menu and you select it from there.
If you have already done that, unfortunately I don't know what the problem could be.
