A device does not usually have a fixed IP address. When you connect a device to the Internet, your Internet Service Provider (ISP) assigns it an address from a pool of addresses. This address changes every time you connect the PC to the Internet. So if you reboot it, say three times today, it will have three different addresses. So, this is completely useless in terms of tracking it.
Sorry, but this is only a Support Community staffed mostly by volunteers and we can do nothing to track or recover missing property.
If you were signed into your device using a Microsoft account (you would know because your login screen would have shown an email address or you would be using a PIN code), then you can follow these instructions from Microsoft:
https://support.microsoft.com/en-us/help/11579/microsoft-account-find-and-lock-lost-windows-device
But, if you were signed in to your device using a local account, then you are basically out of luck.
I am a volunteer and I do not work for, nor represent, HP
