@Dom126, Welcome to HP Support Community.

Thank you for posting your query, I will be glad to help you.
I understand you're trying to factory reset your PC but are stuck in a recovery loop and unable to access the reset options due to a forgotten password. Let's walk through a few steps to help you reset your HP PC and get it working again.

Since you're unable to log in and the system is going into recovery mode, we'll try resetting the PC using HP Recovery Manager or Windows Recovery Environment. Here's what you can do:

Option 1: Use HP Cloud Recovery Tool (Recommended if recovery partition is corrupted)

If your recovery partition is damaged or inaccessible, you can use the HP Cloud Recovery Tool to create a bootable USB and reinstall Windows:

On another working PC, download the HP Cloud Recovery Tool:
HP Consumer PCs - Using the HP Cloud Recovery Tool in Windows 11 and 10 | HP® Support

Follow the instructions to create a recovery USB for your specific HP model.

Insert the USB into your affected PC and boot from it:

  • Power off the PC.
  • Power it on and immediately press Esc repeatedly, then F9 to select boot device.
  • Choose the USB drive and follow on-screen instructions to reinstall Windows.

Option 2: Use Windows Recovery Environment (If accessible)

If you can still reach the recovery screen, try this:

  1. Power off the PC completely.
  2. Power it on and immediately press F11 repeatedly to enter System Recovery.
  3. Choose Troubleshoot > Reset this PC.
  4. Select Remove everything (this will erase all files and reinstall Windows).
  5. Follow the prompts. If it loops again, proceed to Option 1.

If You See “Your PC Needs to Be Repaired” Error

This usually means the recovery partition or boot files are corrupted. In this case:

Additional Tips

If BitLocker is enabled, you may need the recovery key. You can retrieve it from your Microsoft account:
Find your BitLocker recovery key - Microsoft Support

Make sure your PC is plugged in during the recovery process.

I hope this helps.

Take care and have a good day.
