I was given this computer without the login information because I was told I didn't need it because there was a way I could add a user to the desktop. However the only user I have on there is my father's and I do not have his password information or his password to log into his email to recover any type of code. Is there any way I can get this computer reset by myself? And if so what is the way to do it?

Welcome to the HP Community Forum.
I am sorry for your loss.
Assuming you should have access, I am also sorry you are locked out of the computer.

What?
Effective March 2019 >> Community Rules of Participation
4d. No posts shall include instructions or directions intended to bypass or subvert security measures, including passwords, locking mechanisms, fingerprint scans, etc., or to bypass any safety measures.
Will HP help?
Likely not, though if the device is in still in Warranty, it might be worth asking the question.
You will need the serial number to submit a Warranty case to HP.

What to do?
The official word:
Take the computer to a licensed Microsoft technician.
Be prepared to show proof of ownership, in this case, proof of you as the Estate Executor might be sufficient.
Will Microsoft help you online?
Maybe. Same proof needed - "Who are you and why should you have access to X computer?"
