I need to download Windows and the drivers for my laptop as I had to replace the hard drive.

Hi:
Your PC is supported by the HP cloud recovery tool which you can use to create a bootable USB recovery drive that will reinstall W10, the drivers and the software that originally come with your PC.
Here is an info link for how to use that utility...

You will need to have access to another PC running Windows 7 64 bit or newer and a 32 GB USB flash drive to create the recovery media with.
After W10 has completed installing you can upgrade back to W11 by clicking on the blue W11 Installation Assistant button at the link below...1st option.

Unfortunately, I wouldn't know what to do about that error.
I guess you will have to go with plan B.
Use the media creation tool to create a bootable USB installation flash drive, and clean install W10.
Download Windows 10 (microsoft.com)
After W10 has completed installing, you can install the drivers and available software from your notebook's support page.

Then you can upgrade to W11 as I posted earlier today.
You can also install the HP support assistant software to help with the driver installation.

That shouldn't be happening on that model.
The only suggestion I can offer would be to see if the storage controller driver from your notebook's support page gets Windows to see the drive.

Download and install the free 7-zip file utility from the link below.
The 1st file at the top of the page is for 64 bit.
Right click on the exe file, select 7-Zip from the menu, and select Extract to: and let it extract the file into its folder name (sp96818), and copy that folder to your USB flash drive and select the "Load driver' option on the screen where Windows can't find the drive.
Browse to the driver folder where the actual storage drivers are located, and if you check the box it will only include the compatible driver.
