I looked here and did not see a recovery manager

I did find the HP Cloud recovery.

HP Cloud Recovery Tool (Windows 10 and 11)

The HP Cloud Recovery Tool is an application developed by HP.  It enables customers to access a digital download of their recovery media and create a bootable USB drive (Minimum 32GB) to recover their units back to factory status.

Download tool here  Microsoft Store

Your notebook's 1PL49PA#ACJ is no longer supported by the HP cloud recovery tool.

I have noticed in the last few months that HP seems to be removing cloud recovery tool support for notebooks 5 years or older.

That leaves you with the option of clean installing W10 by making bootable installation media with the Media creation tool from the link below:

Download Windows 10 (microsoft.com)

After W10 has completed installing, you can install the drivers and available software from your notebook's support page.

I assume you tried it and it did not work.

Did you get an error message?

If your notebook came with W8, it would not have been supported by the HP cloud recovery tool.

The product specs indicate it came with W10, not W8.
