According to the product specs for your notebook, it came from HP with FreeDOS and not Windows.

That means there is no Windows product key in the BIOS and no Windows operating system was installed by HP.
HP will not provide you with a W11 product key to reinstall Windows.
You can make a W11 bootable USB installation flash drive from Micrsoft at the link below (2nd option).

What you can try before doing anything else is this:
Make the W11 installation media and install Windows.
You will be asked to select what version of Windows you want to install. Select the version you had on there before you removed it (Home, Home Single Language, or Pro).
Then you will be asked to enter a product key.
Select the 'I don't have a product key' option and Windows will install.
After it has been installed, check to see if it has been activated with a digital license.
If it has, then you are all set.
If Windows is not activated, you will have to either find the product key you had to install Windows, contact the seller or person that installed Windows on the PC, or buy a Windows license and product key.
